"empty Junk" option missing when right clicking Junk folder

I have Thunderbird installed on two different Windows machines. When I right-click my Junk folder on one machine I get an "empty Junk" choice. On the other machine this choice is missing. I'm subscribed to Junk on both machines. How do I enable the "empty Junk" choice?
