No, Mozilla doesn't offer support via phone.

People has been reporting that McAfee site advisor is the cause for this. Try uninstall it.

BTW, these are Japanese, not Chinese.

Mozilla does not have the resources to have a large enough staffed call centre for phone, email or chat support of Firefox and the other products and projects.
