Game FPS and Ping

Ok. While I was playing World of Tanks (WOT) when i join a game my fps vary from 0-12 but like 12 minutes into the game it is around 30. I normally get around 40-60 fps but all of a sudden it is being very low.

Also, at times I get high ping BUT I think my modem is just broken because it is very old, but just asking if the servers are just being a bit slower lately?
