In Tools/Options I have "Show a blank page"when Firefox starts. I have also tried to remove the reference to bing.vc in the target address in Properties, but it keeps returning!

I don't have Bing installed as far as I can find. Any ideas how I can get rid of this for good? Is there a program that keeps restoring it to the start-up address?

You may have ad / mal-ware. Further information can be found in the Troubleshoot Firefox issues caused by malware article.

Run most or all of the listed malware scanners. Each works differently. If one program misses something, another may pick it up.
