Erm, you have rather shrunk the picture so we can't read it.

You're probably composing in plain text and you need HTML. Or you're using HTML but have switched off the formatting toolbar.

In account settings, check that the Compose messages in HTML format checkbox is ticked. Check this in each account where you want to use HTML.

(You can open a new message in HTML mode on a one-off basis by holding down shift, but if you expect to always use HTML, I'd recommend the setting checkbox. You can still use the shift trick if you occasionally need to do a plaintext message.)

In the Write window, open its Menu, go to View|Toolbars and check that the Formatting Bar option is ticked.
