Does not Install - error creating directory

file extracts and then wizard goes through the stages, but when I click Install in this process I get this message:

That is an extension NOT the core thunderbird install attempt launching in 'safe mode' and disabling or re-configuring that extension if needed.
If you didn't get the installer from the Mozilla website, make sure to download it from there. https://www.mozilla.org/thunderbird/
