I'm inserting an image into an email and then inserting a link with that image. When I send the email to my colleague, the zoom (magnifying glass) is automatically available to view the image with instead of the hand tool so that recipients would know to click through on the image.

Is this something in my settings?

It means the recipient needs to increase the height and or width of the eg: 'Message Pane'. The image is bigger than the viewable area and there should be horizontal and/or vertical scroll bars denoting this. So, the 'zoom' magnifying icon is invoked instead. If you send a smaller image or if they increase the height and width thus removing the scrollbars, then they should get the drop down menu they desire.
