The Bookmarks Toolbar is under the Address Bar, and if for some reason it isn't being displayed for you it is easy to have it show all the time.

Are you possibly using code in userChrome.css to modify the Firefox user interface like tabs on bottom?
When you import from Chrome, Firefox adds a Bookmarks Bar folder. Unless something has changed, you then have to use the Library window (Bookmarks organizer) to move the items from that folder onto Firefox's Bookmarks Toolbar. And then it should look like Chrome.
