I want to sync my firefox tabs, etc. so I have to create an account. In attempting that, page is asking for two devices for security. I have two laptops but no smart phone, but account creation won't let me continue without a smart phone set up. Help

Sync works fine with two laptops. You only need to create an account on one device and then "sign into Sync" with the other device.

You can use the Firefox Accounts sign in web page to connect the 2nd laptop to your Firefox Account for Sync services. https://accounts.firefox.com/signin Click the Sign in button on that page.

But you will need access to the email account of record with Firefox Accounts to be able to receive the email that is sent to that email address to complete the setup procedure on the 2nd device.

"Device" meaning desktop, laptop, or "mobile device" meaning Smart Phones and Tablets that have Firefox installed.
