FF60.1ESR Menu/preferences language set not working?

When setting the default language in preferences to Portuguese the Firefox menu and preferences pages do not change to Portuguese, they stay in English even after refreshing or restarting Firefox.

Is this by design or is this broken? It seems this was working in earlier versions of Firefox.

We are using Firefox 60.1.0 ESR.

Suggestions welcome.

If you wanted Firefox in another locale then see https://www.mozilla.org/firefox/all/ https://www.mozilla.org/firefox/organizations/all/

Or if you want to have one Firefox build but switch between one or more other languages for the user interface then see https://support.mozilla.org/en-US/kb/use-firefox-interface-other-languages-language-pack
