How come when I hit the HAMBERGER(MENU) button

How come when I hit the HAMBERGER(MENU) button on my keyboard doesn't the MENU(the panel that normally opens when I hit the ICON in the upper right of the page with the 3 lines) open. The HAMBERGER KEY ON MY KEYBOARD IS THE [F-2] KEY, AS ON MY TV, OTHER DEVICES, AND SHOULD HAPPEN IN BROWSERS ALSO.
