I use Folders on the Bookmark tool bar. I backed up the folders in order to perform a refresh of Windows 10. I followed the instructions to restore the HTML file. The folders are now present under the application menu/Bookmarks/Manage bookmarks/BookMarks toolbar. The problem is I cannot determine how to bring the folders back onto the Bookmarks toolbar. The folders help me organize by subject matter and I need to get these back onto the toolbar in order to use them as I want to. Thank you.

Are you sure they are in the "Bookmarks Toolbar" folder positioned directly under "All Bookmarks" and not in a folder with the same name under the "Bookmarks Menu" folder ? The former has a special icon showing it is a special folder and the latter has a default globe icon. You need to move the imported bookmarks to the real Bookmarks Toolbar folder with the special icon to make them appear on the Bookmarks Toolbar.
