how can I tansfer my Thunderbird account settings onto a new clean install on Windows 10, but not include the email messages, just the email account settings?
My profile folder has become so huge as I have 10 email accounts on the profile. My computer will be upgraded to Windows 10 and would like to make sure that my email account settings are saved. The profile folder has become too large, as I suspect all of the emails on those 10 accounts are present on the profile folder. Would it be possible just to save the account setup info, so that I don't have to set each and every account again without the actual email itself. Anyways, once I connect my account, it should sync my IMAP emails again.

If the emails are included in the profile that you transfer to TB, you can always delete them wholesale.
