Can not send forwarded messages in Thunderbird

Thunderbird Version: 78.4.1 (32-bit)

When I forward a message the pop-up forward window has the "Send" button grayed and non-functional. I can not forward the message.

I have tried several times from the same email account that the message was sent from and also after selecting a different "From" source. The result is always a non-functional "send" button.
