No there is no download CD available But you can download Firefox from www.getfirefox.com and put on a USB flash drive and take it to the person if they are close enough.
To answer your question, yes, you can install Firefox on a computer that has internet access.
You can download the installer for Firefox, copy or save it to a USB/thumb drive or burn it to a CD, transport the USB/thumb drive or CD to the other computer and install Firefox. If the other computer is a Windows computer, IE is generally installed with Windows, so IE should be available to download the Firefox installer.
