Install the add-on "new tab homepage 0.4.3" .
It can be found here:
https://addons.mozilla.org/en-US/firefox/addon/new-tab-homepage/?src=search
A new tab opens by default as a blank tab (about:blank).
If that isn't the case then an extension has changed that behavior.
