Bookmark folders not Sync'ing from FF Linux (Debian 8 x64) to FF Win7

I have FF installed on a Debian 8 (x64) system (FF v39.0) and a Windows 7 system (FF v39.0.3). I have created a FF Sync account and most of the bookmark folders appear to have been synchronized between the two systems. However, if I create a new folder on the Debian system, with at least one link, it does not appear on the Windows 7 system, even after closing FF on the Win7 system and logging in again to Sync. The reverse direction is working (Win7 to Debian 8).

I am running the "Self-destructing Cookies" add-on with "accounts.firefox.com" on the whitelist.

Any ideas why this is only one way? Does it have to do with the order of connection to Sync (Win 7 first, then Debian 8)?

PLEASE IGNORE THE ORIGINAL QUESTION!!!!! I was re-logging in to Sync, and had __not__ restarted FF. The folder appeared correctly after restarting FF on Win7
