Looking to migrate from Thunderbird to Outlook 2016. I know I can export folder by folder and saving as eml but how can I export the ENTIRE contents including sub-folders in one go ?

Industry practice is you ask the company you are moving to how to import. Not ask those you are leaving to help with the deficiencies of the product you have chosen to go to. The short answer is you probably have to buy an importer for Outlook, just as you have to pay for outlook.
