I have added an "Action Pending" folder directly under my email address. By default, Thunderbird supplies different folder icons for "Drafts", "Templates", "Sent", "Archives", and "Trash", and then uses generic folder icons for everything else.

How can I create or use a unique icon for my "Action Pending" folder, like maybe an asterisk or an arrow?

I don't know about changing the icons in a simple way, but you can choose the colors:
