Can't Change Password
When I try to change my password, it makes me log in, which I do using my old password. Then I get to the change password screen, enter my old password, my new password, and my new password again to confirm. But it won't let me save it because it says "incorrect password." I know it's not the incorrect password, because I just used it to log in. I use KeePass, I copy the password, it is impossible to misprint.

Note that you shouldn't confuse the Primary Password to unlock the passwords stored in Firefox and the password used to login to the Firefox Account used for Sync,
In case of issues try to login to the Firefox Account via this website.

I don't confuse them. I successfully log in to https://accounts.firefox.com/settings, click change password and enter the same password to change it, but the site report "incorrect password". This is paradoxical. I changed my main email, maybe that's the reason.

If you are changing the email address and the password at the same time, I would suggest doing that in two transactions instead.
I did it separately. I even logged into a private window to change my password. Change didn't work.
