i was able to reach the site webstore.com last week but can't reach it now.

Looks like your IP triggered a network security alert which blocked it from our servers for a few weeks. This is not a common issue, and who knows if it will -ever- happen again, but if it does, just submit a support ticket from a device on a different network. Perhaps your phone while on 3g.

You can try these steps in case of issues with webpages:
You can reload webpage(s) and bypass the cache to refresh possibly outdated or corrupted files.

did all that and also contacted Microsoft which told me it was on web stores end. i also tried loading the site in my other browsers and it did not work.

How can that be true when it works for us. You are the only one with the issue.
Can you confirm that you tried changing DNS over HTTPS (DoH) to "Off" or "Max Protection" and in Connection Settings changed "Use system proxy settings" to "No proxy"?
Does it still happen if you reboot in Windows Safe Mode with networking enabled?
i contacted windows and the person at the other end ran all these tests and told me my computer was fine.
yes to both your questions and it also happens on edge and google.
