Different default actions for local vs. remote files

I have set the default action for pdf documents to automatic download, which I would like to keep. Is it possible to have different behaviour for local (file:/foo.pdf) links, namely to automatically open them (e.g. using a plugin) instead of "downloading" them again?

I am asking this because I would like to generate a local html file to conveniently browse and organize my growing collection of scientific papers, which are stored locally.

I solved this for now by creating two different profiles with the corresponding file actions. Of course this is not the optimal solution as I need to keep two instances of the browser running and I need to use the correct instance for local vs. remote browsing
