So without my asking the Thunderbird updated to V24.4.0, not the application is download all my emails which span across several mail server again...50 thousand emails...all downloading again

That's abnormal. There is no deliberate reason for an upgrade to trigger such a download.

What I'm trying to say is that this is a bug, not an intended behaviour.

These are IMAP accounts, yes? Check the synchronisation and subscription.settings to see if they have changed, perhaps as a side-effect of the upgrade.
