Inbox Full? Emptied trash and compacted, but what when I can't do that?

Message says I can't download messages because my inbox is full and I must delete messages and compact. First tried moving a few thousand messages to various folders with no apparent impact. Same message. So I deleted about 2,000 messages from my trash and then compacted. And I was then able to download the messages from my inbox. But what do I do in a year or so when I have already emptied the trash and compacted, and still have a full inbox? Or better, what can I do now to prevent such a situation from occurring?
