clicking ALT+Tab does not switch from firefox to other computer programs while using Firefox only

When I have, for example, microsoft excel and firefox open, I can switch from excel to firefox with ALT+Tab but does not work vice versa. that is, when I am in Firefox I can't switch to excel or any other program with Alt+Tab unless I keep holding ALT and click tab more than once to jump to a third or fourth program. But this means every time I switch from Firefox to Excel, I need to go Firefox to third program (attachment: windows back up) in switch panel, and then third program to Excel.

The program list is set up by the system. I don't know how it sets up the order, but you are stuck with it.

Just keep pressing the Tab key until that you want is highlighted.
