Funny you could find outlook solutions in a Thunderbird exclusive forum. But regardless the security used by Thunderbird and outlook is the same in this instance. The most common cause of this is anti virus programs that think they should scan encrypted mail streams and totally mess up your certificates as they are hacking you to get at your mail.

What anti virus do you use?

I don't know how to make the message appear, so I can't give you the exact image. Here is an example from another email client. The verbage is similar to mine except the url is something like twc.rr.server.com.

Just a guess, but perhaps you could try using the servers names recommended by your mail provider instead of the old RR ones. Lots of RR customers in the forums recently complaining avout various issues. ALL of them have not updated their server settings to those recommended by Time Warner.

I followed the instructions in the article you cited.

Server Settings Change Server Name to POP3 port: 995 That is, in the Server Name field I typed POP3 and in the Port field, I typed 995

When I click Get Messages TB says "Failed to connect to POP3 server"

I wonder if I need to change a password?

Now I suggest you go back to the page I linked to and have a look at the server name they offer for you to use. In all cases it is given as mail.twc.com. I have no idea why you would choose a server name that does not exist, instead of the one in the article, but you have.

I know nothing about these things. I didn't know it does not exist. I apologize. 

I changed it to mail.twc.com 587. Now I get

mail.twc.com on port 995 is what the web page says. So try port 995

with Server Name mail.twc.com port: 995 I get connected to mail.twc.com (at bottom of Inbox screen) then connection to mail.twc.com timed out
