Can't open downloaded SWF

Whenever I download a file from firefox it downloads it with IE. Then when I open the the link a window pops up asking if I want to open the file or save it. Regardless of which I chose a new window opens for a fraction of a second before closing. I've tried this with many different downloads but the result is the same every time.

Any idea what is causing this and how I can fix it?
