I want all tabs for all windows to show at the top of the browser, I do not want the "arrows" to view more tabs.
when I have multiple windows open , arrows appear and hide the extra tabs, this is INCREDIBLY annoying and is stopping me from using Mozilla instead of Chrome.

You need to provide screenshot of what your asking and Chrome screenshot for others to see or replicate what your asking about.
By "multiple windows" do you mean multiple tabs? It is possible to reduce the minimum tab width to 50 (76 default) using a hidden preference. Enter about:config in the address bar and change the following preference to 50. browser.tabs.tabMinWidth

It is possible to reduce the width further by creating a file userChrome.css. I understand the minimum width then is 22. If you want to look into that, I will provide further details.
Note that you can use the tab manager (down arrow; list all tabs) button to see all open tabs with their full label.

Did you already changed browser.tabs.tabMinWidth to 50?
Try to ask advice at this subreddit forum for code in userChrome.css as I see a lot of tabs that all show the same starting letters and favicon and squeezing this even further wouldn't make it easy to navigate. I'm already curious how you handle this since you marked my above reply about the Tab Manager as unhelpful.
it's not the width of the tabs that is the problem, adjusting them does not get rid of the arrows that hide multiple tabs.
