I had to reset my laptop, lost all passwords and sign ons. Is there a way to get them back? If not can someone else use them?

If your setup has no sync account there will be no other way to restore or re-sync the data back using Firefox account login to re-sync the data.

You can check if you have a C:\Windows.old folder or an "Old Firefox Data" folder on the desktop with your Firefox profile data.
