FF when installed remembers usernames/passwords then shortly thereafter stops asking

when initially installed, FF asks to remember usernames and passwords. Shortly thereafter it stops asking and wont edit existing passwords either.

This has happened with all previous versions of FF as well. Is there a windows setting that may be causing this?

I have FF options, remember passwords checked.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).

Also make sure that security software isn't blocking access to files in the Firefox Profile Folder
