Does that program open the default browser?

You can test that by setting another browser (IE) as the default browser.

Yes it opens the default browser, and NO I am not going to change my browser, I want to know how to block it and stop it from opening in the first place.

Then you still have some components of that software installed that uses the default browser.

You can try to contact that site and ask them how to proceed or check if they have an FAQ about this issue.
