I clicked Restart with Add-ons Disabled. Success.

I then wanted to restart with add-ons enabled - but there isn't an option for that. I expected 'Restart with Add-ons Disabled' to have changed to 'Restart with Add-ons Enabled', but it hasn't.

It isn't possible to enable them manually.

Chosen solution

If you went into Help --> Restart with add-ons disabled, that puts you into Firefox's Safe Mode used for troubleshooting. All you have to do is close Firefox then open up a new instance of it.
