cannot save bookmark to a folder, no prompt

Since upgrading to 3.6.01 (OS-Xp) when I click on "Bookmark this page" it never asks where to place the bookmark. I cannot even find the saved bookmark 

I can not figure out what to do to fix it.

I have tried starting in safe mode to no avail. 

Help please.

New bookmarks are automatically added to the "Unsorted Bookmarks" folder. You can also find them in the "Recently Bookmarked" folder.

After you click the star to bookmark a page, click it again to edit the bookmark.

thanks, the bookmark is not saved anywhere. not in Recently Bookmarked or Unsorted Bookmarks the star turns blue and quickly 

floats to another icon on the right. clicking it again only repeats the process and still no bookmark

You can check for problems with the places.sqlite database file in the Firefox profile folder.
