firefox will not open and task manager doesn't list it as running

When I click on FF icon nothing happens. I tried to delete it and re-download it, but message says that FF is already running and to close it. Task Manager doesn't even list FF as running. I tried deleting all the OS files for it, but, again, message says I can't because it is running.

HI, have you rebooted and tried ?

Have your tried in Windows Safe Mode https://support.microsoft.com/en-ca/help/12376/windows-10-start-your-pc-in-safe-mode

Reinstall with Current Release Firefox 62.0.0 with a Full Version Installer
