I need to set up TB (64bit, v102.7.0) on a new W10 laptop, currently running smoothly on a W10 desktop PC.

Can anyone explain how that may be done, if it can?

I have used TB successfully, with grateful donations to Mozilla for the development of Firefox and Thundebird, but I cannot find a way of exporting a list of accounts and passwords, to import into the destination app.

The simplest way to move accounts is to use Tools>export and Tools>import, assuming the profile is not greater than 2 gig.
