Firefox PDF viewer cannot "submit" IRS form

I want to use IRS form 4506-B (rev May 2024). The form apparently renders correctly, but the only option for filing it is using its "submit" button. That button is apparently supposed to invoke an email client to send the request, but at least on the platforms I have tried, it does not work.

I cannot get an error message or any information about the embedded button, so I don't know how to even begin to understand the issue.

I have tried to open the pdf using various programs, but I infer the submit button is Adobe-only? I tried installing the snap version of Adobe Reader on Ubuntu but it fails when trying to invoke the email handler.

The instruction state.

Adobe Reader. We use Adobe Acrobat PDF files to provide
electronic access to our forms and publications. You will need to
have the Adobe Reader software installed to submit this form. We
recommend using the most recent version of Adobe Reader -
available free from Adobe's website.

When submitting, saving, or printing a file, be sure to use the
functionality of Adobe Reader rather than your web browser

Apparently to submit a request to the IRS using that form I need to find a platform that runs their proprietary software. I was hoping I could find out how to send the request "manually" via email, but the information is obscured
