I wish to promote the idea of a Meta standard for all digital content that would allow via an add-on users to select different content that is allowed to be viewed/downloaded.

There are many child protecting web programs available. Just use a search engine. And most are free.

thanks, but that's not really where the issue lies; most web apps are signature-based blacklisting which are easily circumvented using proxy server, either that or it is content-based which over blocks to the point of invalidating the filtering mechanism - am looking to use the current meta tag that all digital content has, to enforce a acceptability rating for websites, an IMDB for websites, if you please; hoping to convince people

Some systems would be defeated by installing an alternative browser or as mentioned in the article philipp linked to by changing firefox settings.

If your system uses an extension or addon it would possibly be circumvented fairly easily. Once you are talking about protecting computer literate users able to use proxy servers use of an alternative possibly additional OS would need to be considered. Also remember nowadays the youngsters you protect may have access to multiple internet enabled devices.

The discussion suggestions by John99 are great and better than the ones I can find. Currently the knowledge base article on parental controls: Parental Controls suggest third party solutions for set up.
