LIMIT "SENDING EMAIL ADDRESSES" TO "CONTACT NAME ONLY"
When sending emails, both contact "display" name & "To" email address names are shown in the header. I don't want the "to" emails to be seen on the outgoing email.

How will email servers know where to send a message if you don't provide the email address?
If you have used clients that appear to do this, then you have been fooled by a cosmetic trick. Look at the source of such a message and you'll see the addresses, just deceptively hidden to make you think they are not there.
If you don't want to share email addresses, use Bcc:, or a mail merge.
