Can't resize Firefox, and strange border.
As the title says, I'm unable to resize Firefox, and there's an odd border around the window. It looks as though there's a basic old-school Windows window behind FF (you can see the old-school close button in the top right.
Occasionally when I'm tabbed away, the window will actually function as intended; I can resize, and there's no strange border. Also occasionally, I'll tab back in and FF will lock up for a second before returning to business as usual.
Also, it seems some of the page is duplicated onto the "old-school" part of the window, as you can see in the third image.
At any rate, not a good start for my switch away from Chrome.

Start Firefox in Safe Mode {web link}
A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?
That is definitely much worse, completely bugging out the window.
Every time I click the window, random parts start and stop rendering, the size changes, and sometimes it just vanishes. All the while, the old-school Windows features are still behind it, lurking.
It's a completely fresh install regardless, so I didn't think safe mode would do much. Can't say I expected that, though.

i have problems too with this 65.0.1 release.
looks like FF 65.x is Mozilla's "Windows 10 October update"

Safe Mode is a troubleshooting mode that temporarily turns off hardware acceleration, resets some settings, and disables add-ons (extensions and themes). If the problem goes away, that tells us one thing. If it does not, that tells us something else.
Well, as I said, safe mode makes the window very significantly buggier. So no dice, there. And I have no preferences to reset, nor plugins to disable.
