The Thunderbird community would not be calling random people and Mozilla also does not have the resources of call centres to do so.

In a Google search the second phone# appears to be for (unofficial/fake) multiple products support like Incredimail technical support, McAfee technical support, Apple Mail Technical support, Windows live mail Technical support and even Thunderbird Support.

Neither Mozilla or the Thunderbird community has any one on one support by phone, chat or email whether officially or by a third-party.
