Opened message filters. Always worked adding new filters for new contacts,

After clicking on message filters in drop down "Tools" Message filter panel opens but Suddenly when clicking on "message filters" panel nothing happens, completely froze up or locked up.

To enter new filter must restart in Trouble Shoot mode

any suggests for fix?

If it works in safe/troubleshoot mode, you either have an incompatible add-on or theme, a broken layout, or incorrect hardware acceleration setting. Those are the most likely causes.

Note that if your filter has a long list of From rules, it's often easier to add contacts to an address book, then make the rule From + is in my address book + <select the address book with the contacts>. New contacts can be added to that address book by clicking the star in a message, twice.
