That tab history list also opens if you right-click either (B/F) button. Open all links in a new tab to prevent that from happening.

The setting in Tools > Options > Tabs: "New pages should be opened in": "a new tab/window" is for links that specify a target window to open the link in. That option allows you to divert such links to a new tab or to the current tab. For other links you have to use a middle-click or press Ctrl and left-click or use the context menu.

You need to left-click JavaScript links and divert them to a new tab.
