When you zoom out using the keyboard shortcut, is Firefox reducing the zoom level? You can check on the application menu (the graphical menu opened when you click the "3-bar" menu button). You should see something similar to:

If Firefox adjusts the text size but not the overall layout size, your Firefox might have switched from "full zoom" to "text only zoom." To toggle that, you can use the classic View menu. If you do not normally display the classic menu bar, you can tap either the Alt key or F10 to display it temporarily. Then:

View > Zoom > uncheck Zoom Text Only
