There are many ways to go about this.

I've found (as recently as last week) the easiest is to re-install an Outlook version matching the file you have (on an existing Windows system) , then install a Thunderbird version older than v38 (as the import wizard was removed since that version), then starting Thunderbird and following prompts.

This will import addressbook and email information. It may take a long time for large .PST files.
