On save username and passwords page "save username" is shaded
Firefox is not asking to save my username and passwords/ When I go to the security page in my options the "Remember logins and passwords for websites" option is shaded along with the "exceptions" box. I run firefox in the "never remember history" mode. Is that the problem?

Yes -- setting:
"Firefox will: Never remember history"
is essentially the same as setting:
"Firefox will: Use custom settings for history" + "Always use private browsing mode"

Are you using Firefox Private Mode? If so, nothing is recorded.
Are you using any password add-ons or other such programs?
Start Firefox in Safe Mode {web link} by holding down the <Shift> (Mac=Options) key, and then starting Firefox.
A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

You can't save a new password in Private Browsing mode. See "What does Private Browsing not save?":

I am not starting in private browsing and am not using any password add-on programs.

Basically, yes. One removes data, the other never records it.

Yes -- setting:

Some more explanation:
When you select "Never remember history" then "Always use Private Browsing mode" gets is checkmark as you can see if you select "Use custom settings for history". The only difference is that using "Never remember history" will set some default settings for other history items whereas if you set the checkmark yourself via "Use custom settings for history" then you only toggle the Private Browsing mode setting and other history settings like for cookies are not affected.
I also have a similar issue Firefox is currently not asking me if I want to save my username or password. I am not on a network it is my personal computer at home and it does not have private browsing highlighted
