Firefox downloaded and saved Windows 8.1 - hit OPEN and asked open with what program - select which one?

I upgraded to Windows 8.1 (nothing but problems this far). I downloaded Firefox, hit save and open. Firefox saved. From download list, select OPEN and it says open with what program. The list is the usual WINDOWS programs. How to I get past this? Thanks.

After you download the installer from getfirefox.com you should open it up so Firefox can be installed onto your computer.

Windows should never ask for a program to open a .exe file, this extension is recognized by default.

All I can think is that your download didn't end correctly, and you got a file with an extension like .exe.part. So you should have to download it again, for example from the link given by Andrew.
