Why is the basic functionality of being able to move around the order of email accounts in the list of all accounts missing?

Why can't I drag and move around the position of accounts? I had to remove an account to fix an issue with folder syncing and now even thought it was my main account at the top of the list, it's now at the bottom.

I would have to remove 12 other email accounts and re-add them to move my main email account back to the top.

This seems like basic functionality. Why is this missing?

To simply make an account appear at the top of the Folder Pane, set it as Default in Tools/Account Settings, Account Actions. To set the order for all accounts, use the Manually sort folders add-on.
