You may have a problem with the file crashreporter.ini %AppData%\Mozilla\Firefox\Crash Reports\crashreporter.ini
I believe the problem is the installer is not creating a registry key, and the browser automatically sets the value to true if the registry key does not exist (thanks rjohnson19).
I fixed this problem by manually adding a registry key by making and executing the following file:
fix.reg
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Software\Mozilla]
[HKEY_CURRENT_USER\Software\Mozilla\Firefox]
[HKEY_CURRENT_USER\Software\Mozilla\Firefox\Crash Reporter] "Email"="" "IncludeURL"=dword:00000001 "EmailMe"=dword:00000000 "SubmitCrashReport"=dword:00000000
Gee - wouldn't it have been nice if they had fixed that problem (and about 50 others) BEFORE THEY RELEASED THE BLOODY CLOWNWARE!!!!!!!

From kb.mozillazine.org/Breakpad it says "Mozilla Crash Reporter is enabled by default and there is no user interface to disable it"; There is a user interface to disable it, the check/uncheck box is that interface, however it intentionally doesn't work; I hope that the Firefox team is aware the seriousness of the matter, legally it could be seen as "deception" or "attempt to deceive" and is a crime. One shouldn't mess with consent. No matter what the Firefox TOS say, if an illegal act is being produced the contract is void, nullified, and their TOS then don't mean shit. Something to think about. ;)

Unchecking "Submit crash reports" in the Firefox Advanced panel - Accessibility, browsing, network, updates, and other advanced settings in Firefox General tab simply toggles the default of the "Tell Mozilla about this crash so they can fix it" check box in the Mozilla Crash Reporter dialog (upon crash). It does not turn off the Crash Reporter itself.
