yes, that is what it does. Although 2 minute intervals is asking for nothing to complete. before a new download comes along and strops the one in progress to start again. What is it that folk can not wait 10 minutes for mail to be checked? Outlook.com will simply bounce requests received less the 15 minutes apart.

If you can't wait, get a mail provider that does IMAP (Google) with Push and be notified as soon as mail arrives.
