Scrolling with Touchscreen Just Highlights

When I use my touchscreen on my Lenovo Thinkpad Flex 5, running Linux Pop!_OS 18.04, it works fine in every app (including chrome/chromium) except Firefox (regular Firefox 67 or Firefox Nightly 69). In Firefox, it just highlights whatever I drag my finger over. I've tried dom.w3c_touch_events.enabled set to both 1 and 2. I've tried launching with env MOZ_USE_XINPUT2=1, but neither has fixed it my problem.

It is not. I would have noticed if I my shift key had been stuck for the past three days.
